Dreamstate, Inner Peace
Description
Used without other cooldowns (no, you don't Flourish the HoTs from Tranquility). When playing Dreamstate, it also reduces your other cooldowns by 20 seconds, making planning a bit awkward for optimization.
How To Assign
Assign when you aren't ramping.
Has added value if casting Tranquility grants cooldown reduction that allows for a better ramp timer next for Incarnation or Flourish.
Do not assign with Flourish or Incarnation unless the timers don't fit otherwise. If you have to pair them, assign Tranquility at the end of Incarnation, not the start.
